Protectionism restrains trade through tariffs or other regulations that burden foreign producers and benefit domestic producers. A tariff is a tax on imports.

A tariff decreases domestic consumption and increases domestic production.

These effects reduce welfare because of lost gains from trade and wasted resources from higher cost production.
